The LAX Master Plan is a strategic framework for future development of LAX. The LAX Specific Plan is an ordinance which governs the implementation of the LAX Master Plan.

The LAX Specific Plan

• Establishes procedures for approval of projects in the LAX Master Plan;
• Controls how and what elements are developed;
• Contains triggers and actions to assure analysis, review and approval;
• Provides the mechanism that allows projects with wide support to proceed;
• Identifies the projects that need additional analysis and review before implementation;
• Requires greater reporting;
• Maximizes public participation;
• Allows project decisions to be made on real time information;
• Increases Council oversight of ALL projects.

A LAX Specific Plan Amendment Study that comprehensively addresses security, traffic, aviation activity and corresponding environmental analysis consistent with the guidelines of the California Environmental Quality Act is required in three circumstances:

1. Prior to seeking approval on any of the following projects of the LAX Master Plan:
   • Ground Transportation Center;
   • Automated People Mover segment from the GTC to the Central Terminal Area (CTA);
   • Demolition of CTA Terminals 1, 2 and 3;
   • West Satellite Concourse and associated People Mover segments;
   • North Runway reconfiguration, including center taxiways; and
   • On-site road improvements associated with the GTC and the People Mover from the GTC to the CTA.
   
   
   
2. An annual traffic generation report and/or considered together with any project-specific traffic study shows that any LAX Master Plan project will be generating new airport peak hour vehicle trips in excess of 8,236.
   
   
3. The annual aviation activity forecasts that the annual passengers for that year will exceed 78.9 million.

The LAX Specific Plan provides the bridge from the LAX Master Plan Program to implementation. It gives the time and the process to evaluate and further review each project, while keeping the elements of the Master Plan linked together in the Plan.
