COMMUNITY-BASED PLANNING PROCESS
LAX SPAS "Community-Based Planning Process"
The community-based planning process is a critical component of the LAX Specific Plan Amendment Study (LAX SPAS). Public meetings were held on March 15th and March 18th, 2006 to begin the process and to introduce the public to it. Los Angeles World Airports (LAWA) staff presented an overview of the LAX Settlement Agreement and reviewed the goals of the LAX SPAS process. With this background, the public participants in the meeting were randomly divided into breakout sessions where a facilitator asked them a series of prepared questions about LAX planning projects.
Each group selected a recorder/reporter from among their group to take notes about their discussions on a large flip chart and to summarize their ideas for the full group at the end of the meeting. LAWA staff was available to the small groups to answer technical questions and take notes about the discussion. After the meetings, LAWA staff compiled the breakout session notes verbatim from the flip charts upon which they were recorded. They also compiled the staff notes that were taken simultaneously within each working group. Written public comments were also collected from several participants.
